Trump Promises $5,000 ‘Dividend’ If Republicans Win Congress

US President Donald Trump has promised a $5,000 payment to every adult American if Republicans retain control of both chambers of Congress in the November midterm elections.
Trump made the pledge on Wednesday, September 9, during the Republican Party’s midterm convention in Dallas, Texas, where he urged voters to treat the election as a referendum on his presidency.
“If the Republicans win the House of Representatives and the United States Senate, both of them … I will issue a dividend to every adult citizen in the United States of America for $5,000,” Trump said.
He described the proposed payment as a “Trump Dividend”, saying the money would have to be spent within the United States. (Reuters)
Trump also called on his supporters to vote in November as though he himself were on the ballot.
“I’m asking you to pretend that I’m on the ballot,” he told the crowd, seeking to make his presidency a central issue in the congressional elections.
However, the proposed payment is far from guaranteed. Reuters reported that distributing $5,000 to roughly 270 million US adults could cost more than $1 trillion, while AP reported that the proposal would likely require congressional approval.
Vice President JD Vance subsequently appeared to qualify the idea, suggesting that wealthier Americans could be excluded and pointing to tariff revenue as a possible source of funding. Experts have questioned whether tariff revenues would be sufficient to finance a programme of that size.
The proposal comes as Republicans prepare for a closely watched November 3 midterm election, with control of both the House and Senate at stake.
Trump has placed himself prominently at the centre of the Republican campaign, despite not being eligible to seek a third presidential term.
For now, the $5,000 payment remains a political promise rather than an approved government programme, and Americans would need to wait for details on its funding, eligibility and implementation before knowing whether the proposed dividend could actually become reality.
